Is it a concern when the shop that tuned your car tells you your rear 02s are off but we will give you an etest tune when the time comes. When the time comes they tell you your rear 02s are on. You drive your car and use an entire tank of gas, call the tuner and he says we are working with a tech in the USA to resolve some issues with our tunes and that the rear 02s will never show ready status, give us a week or two. After two weeks your told to drive the car more?

Are they on, or not? I dont want to drive around for 3 months only to find out they were never on and this guys lost his marbles.

With high flow cats, even with rear 02's turned on and functional, not uncommon for them to never go ready, yes no matter how far you drive. It's also common to have one hell of a time getting EVAP to go ready in the cooler weather, happens to all kinds of makes and models, yes even bone stock daily drivers.
What monitors are still not ready?
Are you in a position to run the stock tune?
What year n mods do you have?
Is all emission equipment in place, hooked up and working?

Working with several guys trying to get etest ready.
If your down to two not ready, conditional test is no longer an option but if you do test n fail, drive at least 30kms over a 24 hr period then go in for retest, they will do a sniffer test provided you still only have two not ready and engine light is off. Pass sniffer test = good to go.
Cold weather makes the problem just that much larger. To get my own to pop the EVAP ready, disconnected oil cooler fan, blocked front of the cooler off, blocked most of the rad off, blocked front of intercooler and pulled fuse for the pump. This brought IAT's up just enough it finally ran n went ready. Confident it would have passed the sniffer test with flying colors (as it did before OBD test) but didn't want them touching my car anymore than absolutely necessary. Got anxious enough watching tech stall it 4 times driving up to the test area.

Ya I had the same 3 every year..I just got conditionals. This year as of April 1st, you can get one conditional, the next test in 2 years has to be a pass.

If rear o2 are off, you will have 3 system automatically, never go ready.
Your tuner will have to enable rear 2 and turn down the sensitivity.
Will you have to drive it for a few hours at FORD recommended cycle drives?
This is considered a legit obd2 pass.

The other choice is to fail twice and get the sniffer.
