No, I don't believe so. Just have it in a mount and don't program it while driving. Same rules as a dedicated GPS.

I have Waze but it uses data so I use the Garmin instead - plus I find it easier to search along car/route/destination for any number of POIs available via the Garmin that I find it harder to do in Waze without taking your attention off the road for longer. Plus with free North American maps I just download the map for where I'm going (like Western US) and take the Garmin with me (without the need to have data roaming on all the time in the US. Took it to Europe also.
Just reserved a Garmin Dashcam 35 as a Christmas gift for my dad. Decent sale price at Best Buy for $139.99. Only thing is that it does not record sound.
