why is it when there is a tragic buss accident or natural phenomenon thoughts and prayers are ok but when a crazy/ sick person causes tragedy those exact same thoughts and prayers are not enough?

Address the mental health issue la that are the root cause. And address lack of action by law enforcement.
Do something - I am not in government so that's for them to action in the context of their laws, culture, and current set of rules with regards to what needs to be modified (either for health, which they rolled back with healthcare repeal, or for licencing laws, but likely a "both" situation versus "either"). Their default position is to accept the loss of lives as collateral damage for inaction and just resort to "thoughts and prayers", which is insane, but that's what they've chosen. Clearly what they're doing now is not working unless child victims at school or people at work or at an art show (like last week) is considered a workable solution.
Now the countdown starts again to the next mass shooting.
I would not say there has been inaction, the right seems to be more than willing to work towards solutions that don't punish innocent people but the left just wants to scream evil Hitler, baby killers at anyone who donst agree with total banning of all guns
