Aren't several of the major world leaders in Asia for meetings? Trump is offshore as well for US Memorial Day commemorations. Canadian PMs (or other world leaders) usually participate or observe the occasion wherever they are. The PMs itinerary for November 11 notes this (I assume it's local time in Asia):

6:30 p.m. The Prime Minister will participate in a Ceremony of Remembrance.
