    Depends on what/if (any) specs are in the contract in terms of material, dimensions/thickness, stress testing, minimum visibility thresholds, etc - most of this is testable and measurable so if it's included in the paperwork then the government has financial damages recourse but if not then......

    Picked up some black and white plates today.
    The old plates did okay, over 20 years.

    I joked with the lady behind the desk, "Hope the new ones last as long!". She didn't laugh. They have a shitty job, LOL.

    If they changed the colour of the letters/numbers to match the colour of the trim the problem would be solved.
