So does PayPal cover the refunds in issues like this. Or do they chase down the seller and try for reimbursement?

I really have no idea but they are handy to have on your side for instances like this.

I only buy on-line if they accept PayPal for exactly this reason.

Probably deduct the money they collected on the sellers behalf from customers, then they take their cut and also deduct the money from "bad sales" like your fake
engines sales.
No recourse for bad seller.

My refund came directly from the seller so they are losing. Not PayPal. But in reality they still win because majority wont bother following through with refund
