Red Book Value?

Hello everyone,

I posted this once but it was probably in the wrong place (buy/sell). I am looking to purchase an automatic 2016 premium.

If I purchase the vehicle from a private seller, I understand that I would pay taxes when I register the car. Does anyone have access to red book values? If I purchase it for $24,000, any idea what amount would be taxed? I know they look at the value of the car or the red book, whichever is higher.
