MANILA, Philippines — The Philippines and the United Nations Development Program have secured $5.3 billion in climate finance commitment from Canada, Malacañang said yesterday.

A good number of long term temperature monitoring stations were in remote locations 100 years ago and are now in developed areas. Urban areas are "heat islands". Some amount of temperature rise data from heat island stations will push averages higher and render modern data less useful.
This is Chicago, and a decent example of the urban heat island effect
