Went to the tire shop and got the shop foreman to torque his wheels using a torque bar. A few hits with the impact and stop... Torque pretty good. Jam the impact back on it and give more hits and the wheel was torqued to over 1200 ft/lbs using the same torque bar. Shop foreman grabbed all the torque bars and threw them in the garbage. Now they all use a torque wrench and they must see movement before the wrench clicks.

This is my snap-on wheel torque wrench good for 600 ft. pounds, I gernerally set it for 525'pds.for these hub pilot wheels - There's many things to consider when wheels this size are tightened - new wheels vs old rusted wheels, older hubs vs new hubs, old wheel nuts, old studs vs new studs, aluminum hubs vs steel hubs - I generally tighten the nuts with my 1" drive impact and check with my torque wrench. As for fines I'm not sure. When I opened my M.V.i.S. station a wheel torques wrench was not required - but that may have changed...

Big or small, we torque every single wheel we install.

Officially off work for 2 weeks. I think I'll have a few beers tonight and add one of these to my cart.

    ...or 2?

That's why I suggested two. To my eye, would look funny with a stock seat on the passenger side.
