So it seems Stepgate does indeed have legs.

Which would you prefer: A series of 10 wood steps built to the Ontario Building Code, with legal railings and set-in concrete footings warrantied for at least two years, courtesy of a private contractor for $3,000?

Or seven concrete steps with a metal railing built for the city’s Parks, Forestry and Recreation department for a grand total of $70,000?

The first quote came Wednesday morning from Steve Steinberg of Newmarket’s Fence & Deck Centre, in response to the Toronto Sun exclusive in which Parks and Rec claimed a small staircase of eight steps in Etobicoke’s Tom Riley Park would cost anywhere from $65,000 to $150,000.

As reported exclusively in the Sun, instead of waiting for Parks and Rec to get its act together - seeing as seniors were repeatedly falling trying to manoeuvre down a hill to access the Horizons Community Garden in the park - 73-year-old Adi Astl built the steps on June 22 in about 12 hours for a mere $550.

While Steinberg said Astl’s steps could be unsafe, he admires his intent.

“That’s ridiculous,” says Steinberg of the Parks and Rec estimate, noting even an elaborate set of concrete steps would cost $10,000 max.

“No wonder the city is drowning in debt and needs to raise revenue, if they would need to spend $65,000 on a $5,000 job!”

That’s precisely the point. But I’ll come back to that shortly.

The second price is what Parks and Rec based its estimate on for the Tom Riley Park staircase.

This was the actual cost to install a seven-step concrete (and I dare say ugly) staircase down from Millwood Road into Leaside Park.

According to Matthew Cutler, spokesman for Parks and Rec, the $70,000 included $25,000 for the actual concrete steps and railing, $25,000 for landscaping and another $20,000 for project management.

To his credit Mayor John Tory said Wednesday he wouldn’t accept even the $65,000 - an “excessive” amount which is “completely out of whack” - and has asked staff to go back to the drawing board.

But then he got off on that tangent he always seems to because he accepts staff at their word (a very dangerous practice), noting there is an entrance to the Etobicoke park off of Bloor St. (a path that is accessible) barely 200 feet away from the area in question.

I’ll bet staff neglected to tell him that the accessible path is, shall we say, rather inaccessible at the moment considering the Toronto Parking Authority has dug up its lot.

But that’s not the point at all.

I can guarantee you that Stepgate is not an isolated incident at City Hall. It’s a regular practice across all departments, judging from the reaction from union members to the story Wednesday.

The $65,000-$150,000 stairs may be a small-ticket item in the grand scheme of things. But what happens when we’re talking projects that involve tens of millions of dollars in road, bridge and watermain repairs?

The city also has some serious issues with its procurement practices, as councillor Justin Di Ciano, whose ward includes Tom Riley Park, noted Wednesday.

Add to that union wages, which are easily 13% higher than what a comparable labourer makes in the private sector, an extremely bloated bureaucracy in the parks department (there are supervisors upon supervisors), the at least 30% spent on consultants on every project and it’s little wonder the cost of projects are “out of whack” (to use Tory’s words) and rarely done in a timely manner.

The question the mayor should be addressing is: What are you going to do about it?

In the nearly three years he’s been in office, Tory has proven himself loathe to upset the status quo.

But Stepgate proves one thing: Tory’s predecessor Rob Ford was 100% right about The Gravy Train - even though his opponents went out of their way to discredit him, repeatedly.

Steve, did you manage to get your hands on the City's quote? I'm really curious how they managed to come up with $70k? There's gotta be a breakdown of the cost somewhere.
Because between $3,000 and $70,000 .....you guys aren't even bidding on the same set of specs at that point. ...like, even accounting for gross government overspending.

Sadly this sums up pretty much all spending at all levels of government. Makes me wonder how much money we would all have left over if things were better handled and we were taxed accordingly.

so...for the steps and railing the cost is 2.5x what a private contractor would charge

would love to see wtf sort of landscaping they did to the tune of $25k....probably 3 fucking bushes and a couple of pieces of sod that took 3 months to put down

and then the audacity to charge an additional $20k for project management...for one fucking overpriced staircase

I watched the one in front of my office being built. For a structural engineer it was porn, but the entire time i kept thinking it must cost a fortune!

They cant use it for major concerts. So much that last week during the 3 days Rock the Park event for bands like Lady Antebellum and The Off Spring they didn't use it.

City staff said the estimate to build a brand new staircase was based on what was installed at another park. They also pointed out the stairs may not require the same amount of work.
Fack! Where are these "other" $70,000 stairs!?

LOL, I had a 3 car interlock driveway, stone steps, walkway up the side of my house, for less than half this amount.

Thank you. I was just incensed at the idea of $70,000 for a fricking set of steps. This is what I do all day, every day. I build decks and steps.
Apparently, the city is now going to build a set of wood steps and they "will keep it under $10,000". Whoo hoo!
Put it out for bid to private, non union contractors and It will come in a teeny bit less expensive!
Just for the heck of it, I priced out a set of code compliant steps with a landing at top, a proper legal railing and concrete piers for footings. Even with a landing at the bottom as shown in some additional pictures published yesterday in the Star, I could do it for 1/2 that number, and still make a profit!

I think all publicly funded projects should be 100% public knowledge in money spent and ppl need to be more willing to stand up and voice opposition to overspending bullshit.

I remember years ago a local municipality installing "poop and scoop bins" at local parks so ppl could clean up after their dogs.
Was $1500 Per bin. And they were nothing more than a metal trash bin with a box bolted to the side for bags

So they just report on how quickly the city responded and awesome it is that they did this for the seniors who use the park. Way to glance over the gross incompetence in spending that nearly happened, or the fact that nothing would have been build for ages if the real story never would have hit the news in the first place. smh

I noticed the same thing when I lived in Brampton - the design and engineering in the new city buildings was a marvel - I enjoyed going into new city buildings and just starred at the exposed structures - I even complemented them on it compared to the old buildings that they had built in the seventies and eighties that where in need of much repair and possibly needing to be condemned...

Since this thread is being revived: I have seen these ultramodern bus shelters going up on Highway 7 (10 years ago from Leslie to Beaver Creek), more recently along Davis Drive in Newmarket, (finished 2 years ago), now on Bathurst st north of Steeles, and on #7 around Jane St to Keele.

The funny thing: when I drive by these shelters with their associated landscaping and dedicated bus lanes almost ANY time of day there's almost NEVER anybody in them. At best I see 1 or two people. Multi-millions of our dollars to service no one?

Building for the future I guess. Growing up in Scarborough in the 70's, buses were empty then, especially out to West Hill, now they are sardine cans, only took 30 years
