It’s pretty hard to do on a fox since there’s two layers of steel there, best off to pay someone to do it or have them cut. If it was me I’d cut them instead of rolling, either way you may have issues, just depends what you’re comfortable with.

if you're willing to travel.. google Ontario Fender Roll in Cambridge. Its all they do, they're into the whole "stanced", "lowrider" fitment so they'll hook you up easy.. They did my front fenders and I was quite happy.
